Redigendo la relazione illustrativa con la quale il Ministero delle attività produttive ha presentato il codice per ottenere dai Ministeri interessati il concerto propedeutico alla presentazione al Consiglio dei Ministri, ho sottolineato che esso è stato deciso nel quadro di un programma di governo avente lo scopo di semplificare e riordinare le innumerevoli leggi in vigore, originate da fonti normative collocate non più soltanto a livello nazionale, ma anche internazionale e soprattutto comunitario, divenute di interpretazione sempre più difficile anche a causa della diversità dei linguaggi adoperati, ma soprattutto inficiate dello sfilacciamento dei nessi sistematici e dal venir meno della necessaria coerenza delle singole disposizioni.

When drafting the explanatory report by which the Ministry of the Productive Activities presented the Code in order to obtain from the interested Ministers, I pointed out that it was decided in the framework of a government programme aimed at semplifying and streamlining the countless laws in force, originating from legislative sources not only at national level but also international and above all the level of the European community. The interpretation of such laws has become more and more difficult also because of the different language used but primarily jeopardized by the fraying of the system nexuses and by the fading away of the necessary consistency of the provisions among themselves.
